【How to Apply Canadian Passport in Japan】General Passport Application

Who will use General Passport Application procedure?

 

You will be using General Passport Application if you meet one of the criteria below:

  • 16 years of age or older and not eligible for Simplified Renewal Procedure
  • Your previous/current passport was a Limited-Validity Passport
  • Lost/Damaged/Mutilated your passport

 

What documents you need for General Passport application?

 

1. Application Form

Download the application form PPTC040 (Eng) / PPTC041 (Fr).

Be careful, the application forms are different if you are applying from Canada & USA and applying from abroad.

2. Guarantor

You need a guarantor for new passport or travel document application and the guarantor needs to know the applicant for at least 2 years.

3. Two (2) Photographs

Submit two (2) identical photos.

The photo size should be 5cm x 7cm and the background color white or light grey.

It should comply with the photo specification.

On the back of the photo, write down the address of the photo studio and the date the photo was taken in English or French.

The guarantor also need to state “I certify this to be a true likeness of (applicant’s name)” and sign.

4. Proof of Canadian citizenship (Original)

You need to submit original copy of one of the following:

– provincial or territorial birth certificate

– Canadian citizenship certificate

– Certificate of Registration of Birth Abroad issued by the Registrar of Canadian citizenship

5. Current/Expired Passport (if applicable)

The passport will be cancelled and returned along with the new passport.

6. Supporting ID

The applicant will need to provide at least one document to support their identity with the passport application.

The ID must include:

Name
Sex
Date of Birth
Photo of the applicant
Applicant’s Signature

And the ID should be issued by a federal, provincial/territorial/state government authority or equivalent abroad and be valid.

 

So, if you are applying in Japan, the example of supporting ID would be a foreign passport (if you have another nationality), your residence card, international driver’s license etc.

You can also combine 2 IDs to meet the above 5 criteria for ID, such as;

health insurance card + Japanese driver’s license

But both documents are in Japanese so you will need to have both documents translated by a professional translator.

Also, you need to either submit the original of supporting ID or have them photocopies (if it is an ID card, take photocopy of both sides) and ask your guarantor to sign on those copies and submit.

7. Fee

The fee 5 year passport is CAD$190 and 10 year passport is CAD$260.

There are 3 methods of payment:

  • credit card (either Visa or MasterCard) – credit card authorization form
  • Cash in Canadian dollars
  • Japanese Postal Money Order (Futsu Kawase Shosho/普通為替証書)
    *The Embassy will not accept cash in Japanese Yen.  

8. LetterPack Plus

Submit also a LetterPack Plus envelope addressed to you if you wish to receive the new passport by mail.

LetterPack Plus is available at the Post Office of most of the convenience stores for 510 yen.

Who can be the guarantor?

 

The guarantor can be a family member or anyone living at your address (in opposed to references), as long as your guarantor meet the guarantor requirement.

The guarantor will need to sign the application form after the application forms are filled in by the applicant including signatures.

The guarantor will also need to sign on the back of the photo along with the statement “I certify this to be a true likeness of (applicant’s name)”.

 

Basic guarantor requirement:

1. Canadian passport holder

The guarantor must:

  • Have known the applicant for at least 2 years
  • Be a Canadian citizen 18 years of age or older (meaning 16 years of age or older when the guarantor applied for his/her own passport
  • Provide the information needed that is on their passport
  • Hold a 5 or 10 year Canadian passport that is valid or expired for no more than one (1) year

2. Occupation-based guarantor

Should you wish to choose an occupation-based guarantor, the guarantor must:

  • Be registered/licensed with the appropriate local authority to practice their profession
  • Currently working in that field
  • Practicing a profession such as:

Judge
Dentist
Medical doctor
Pharmacist
Veterinarian
Police officer
Notary public
Lawyer/notary
Dean/Head of university or college
Signing officer of a bank (financial institution that offer a full range of banking services such as cash withdrawals, deposits and savings)

 

If you cannot find a guarantor, you need to complete a “Statutory Declaration in lieu of Guarantor” (PPTC132) form.

There is an additional fee of CAD$50 if you use this service and you need to be present and sign in front of the officer at either the Embassy/Consulate of Canada.

How to submit your application

 

You can either submit in person or by mail.

If you are submitting in person, you need to submit all necessary documents to the Consular Section of the Embassy of Canada. 

Service hours are Mon.-Fri. between 9:30am – noon.

Appointments are not necessary.

If you are submitting your application by mail, use traceable mail and enclose an additional self-addressed return envelope “Letter Pack Plus” to have the passport mailed back to you.

*As stated above, “Letter Pack Plus “can be purchased at post offices and also in major convenience stores at 510yen.

How long does it take to receive the new passport?

 

The actual passport printing is done in Canada and they do state on Embassy website that it takes 20 business days to receive the new passport once all necessary documents are submitted.

 

So it is better to plan ahead and prepare for your new passport application.
